He was born Sept. 18, 1981 in Granite City, IL to Michelle D. (Allred) Parnell of Peoria and Joseph J. Cook of Caseyville, IL.

Joseph is survived by 2 brothers:  Steven Parnell and Joshua Cook as well as two sons:  Colby and Carsen.
